New “Administrative Hold” For Delinquencies

Henderson, KY 1/3/22- Beginning Jan. 3rd, a new measure called an “administrative hold” will allow City departments to place a hold on issuing any license, permit or other approval when there are certain delinquencies owed to the City of Henderson.

The administrative hold process recently received final approval of the City of Henderson Board of Commissioners.

The types of applications and requests for services that are subject to administrative hold include (but are not limited to) building permits, zoning approvals, occupational licenses, ABC licenses, water/sewer taps for new construction, shelter rentals (Denton Shelter and Atkinson Clubhouse), bid awards, mobile food vending permits, retail fireworks permits and dumpster requests.

The types of delinquencies that prompt an administrative hold include unpaid property taxes, unpaid code enforcement fines or liens, code enforcement final orders that haven’t been resolved, unpaid parking fines or tampering fees, non-payment or filing of any occupational license or net profit taxes and any other taxes or payments owed to the city or its agencies, excluding utilities.

“It is the belief and hope of City staff that by codifying the Administrative Hold Ordinance we will be able to consistently and fairly enforce all revenue streams to ensure the viability of City services.”

In most cases, a review of an application or request will not add more than one business day to the process and if a hold is placed, the delinquency will need to be resolved before approval of the original application or request can be made. In the case of a delinquency, it will be the responsibility of the applicant to contact the appropriate City department to arrive at a solution.
